On October 11, 2026 the President of the United States D.Trump came up with a statement that an energy ceasefire between Ukraine and Russia had been secured.

The President of Ukraine V.Zelenskyy reactedimmediately by supporting the ceasefire awaiting details from the American side. The Ukrainian leader has repeatedly stated that Ukraine always fully supports steps toward de-escalation, the protection of lives, and the decisions needed to end the war and guarantee lasting peace.

"Ukraine had proposed many de-escalatory steps. Putin had rejected all of them. We do hope that he will finally say something to America, Ukraine, and the entire world that will lead to a real and dignified peace. Ukraine wants peace. The question is whether Russia does. The Armed Forces of Ukraine have received all the appropriate orders. We are awaiting clear details of the dialogue between America and Russia – and we expect", - the President of Ukraine said.

Yet, right after D.Trump’s statement on the energy ceasefire Russians struck a power plant in Kyiv with a "shahed" drone. Many city districts experienced power outages. Later there were strikes on energy facilities in Kharkiv region. Hereby Putin showed his true stance towards energy ceasefire or any agreements.

Overall, this past week alone, Russians have carried out more than 200 strikes on electricity generation and transmission facilities in Ukraine, and another 17 strikes this week targeted gas and oil facilities. In this period Russianshad killed more than 150 Ukrainians, and more than 700 people have been wounded.

Unable to achieve its goals on the battlefield hereby Russia continues to intimidate and terrorize Ukrainian civilians by attacking the critical infrastructure and residential areas. Russia attempts to make the entire territory of Ukraine a battlefield and continues systematic attacks against civilians and the infrastructure that keeps the country moving.

These attacks are systematically coordinated actions designed to drive Ukrainians out of their homes.

Ukraine is approaching the winter season marked by harsh cold when temperatures can fall to minus 20 degrees Celsius and below. As a result of Russian strikes on critical infrastructure millions of civilians in Ukraine are left without electricity, heating, and water at a time when these services are not a matter of comfort, but of survival.

These Russian attacks are deliberate. They are launched in order to prevent the Ukrainians from enduring the coldest days, when the absence of power and heat poses a direct threat to human life — especially for the elderly, women, and children. In many Ukrainian cities and towns, including Kyiv, families under conditions of destroyed energy facilities will be forced to live in frozen apartments, hospitals struggle to function without stable electricity. Entire cities will be pushed to the edge of humanitarian catastrophe. This is not a by-product of Russian war against Ukraine; it is a method.

From the perspective of international humanitarian and criminal law, such actions constitute grave violations. Deliberately inflicting conditions of life calculated to bring about the physical destruction of a national group, in whole or in part, is explicitly prohibited under the Genocide Convention. When energy infrastructure is targeted during extreme winter conditions, depriving civilians of heat, water, and electricity, such acts can be legally qualified not only as war crimes and acts of terror, but also as acts that meet the criteria of genocide.

Ukraine has never been, and will never be, an obstacle to peace. Ukraine has always been and will remain constructive. Ukrainians are interested in bringing the end of the war closer. The Ukrainian Side consistently seeks a diplomatic solution to restore a comprehensive, just, and lasting peace.

Ukraine is ready to support a mutual halt to strikes on critical infrastructure as a first meaningful step toward de-escalation. Ukrainians are ready to take reciprocal steps if Russia demonstrates a genuine and lasting commitment to ending the war."Anyde-escalationmeasuresmustbereciprocalandbackedbygenuineguarantees," V.Zelenskyy said on Sunday. Unfortunately, facts on the ground and Russia’s actions don’t demonstrate its readiness to genuine energy ceasefire.

As President Zelenskyy emphasized in this regard, reliable international support is essential to protecting lives and ensuring that Russia cannot break Ukraine. The continued Russian attacks demonstrate the urgent need for accountability and concrete action to protect Ukraine’s civilian population and critical infrastructure.
